Thirteen successfully take possession of properties to tackle anti-social behaviour [Archived]
Our anti-social behaviour team within housing services have been working in partnership with the local authority’s safeguarding and adults social care teams, and Cleveland Police to resolve a case of anti-social behaviour involving two Thirteen properties which also heavily affected a neighbour and the wider community.

The two, now ex-customers moved into a Thirteen property, which quickly started showing signs of deterioration. The outside of the property was unkept, there was indications of drug and alcohol misuse, and violence would often spill out onto the street.
They also targeted and exploited a neighbour, who was also a Thirteen customer, which resulted in them engaging in similar behaviour. The issues began to escalate with serious offences of violence being committed, at which point the Police got involved.
The ASB was reported to us by other customers on the estate, with some using the noise app to report disturbances. Our teams stepped in to act with the aim of protecting the neighbour they had been targeting and to provide respite to the community.
After attending court hearings and issuing the relevant warnings, the customers involved in the ASB were served notice. During this time, the neighbour they had been exploiting was severely injured and taken to hospital because of further violence.
To protect the neighbour and the estate from further abuse, possession was secured on both properties after a successful application to the court, the customers involved with the ASB’s tenancy was ended. Now recovered, the injured neighbour has been temporarily moved away from the area and into supported living whilst a suitable new home is found.
The neighbour told us they were pleased to be moving away from the estate. The tenancy was terminated for the pair causing the ASB, and they were signposted to find alternative accommodation.
